Culture Change

The WLGA review panel has finally published its report and recommendations on the way Carmarthenshire County Council conducts its business.

I have read the report and am trying to get to grips with the concept that CCC can possibly change its culture of the way it works to being the most open and transparent council in Wales. Is that an oxymoron? The idea of devolution going right through to local authorities when they are run seemingly with a system of cronyism and ignoring many, if not all, codes of conduct is unimaginable. It is not a democratic organisation in the true sense of the word - it is run by a few as a hard nosed business exercise, with many incidences of malpractice hidden under the carpet. In essence they employ professionally trained people who are supposed to be the experts and guide the decisions of the council committees who in turn should represent the wishes of the majority of their constituents etc. Instead hidden agendas seem to be discussed in places other than the chamber and a bizarre decisions taken which completely baffles those involved on the outside. Bring it on I say - get to grips about what you are supposed to be doing in the name of democracy.
