One would expect, in a healthy democracy where there had been major changes in circumstance since the representaives were elected ,that some form of public consultation was likely to be thought appropriate before chosing the areas of major cuts and especially before finalisaing the "programe of works" as regards the capital budget.<br />But no. Without meaningful analysis of alternatives or even a helpful overview of the current policy there appears little likelihood of any sensible policy change in response to the clear deterioration in the economy and the long term implications of reduced funding in local government.<br />Carmarthenshire Council is famous for never having a plan B and it is perhaps too much to hope that a major recession could actually produce a change in policy.
