I have missed your contributions and agree with your views on the improving quality of local journalism.<br /><br />On Chris Salmon, it is good to see you giving him credit for decisions that Labour would never have made on perks and PFI. Whatever his background, he has been working hard to improve delivery of policing while keeping costs down. This is how public services should be run.<br /><br />I'm sure you won't be complicit in turning the NPAS into a big airborne Plaid Cymru propaganda machine. As you well know, of the 14 occasions when requests for NPAS assistance were not (in Plaid Cymru's words) 'honoured', on 9 of those the weather was such that the helicopter could not have flown from Pembrey. On others, the request had been stood down as unnecessary before the helicopter took off. Overall, we have sufficient helicopter coverage (and Plaid are grossly exaggerating its utility) for reasonable cost.<br /><br />It's hard to conclude that the old Police Boards did a better job than PCCs, and Plaid's engagement with May's election demonstrates that the PCC does get things done and holds the Chief Constable to account. I must admit I was one of those people that went to the polling station and indicated I did not want a PCC, helping Comissioner Salmon have less than 50% vote and still winning in a two horse race. Your blog in relation to the history of the force/ service is one of the few times I've read about how the old system worked in Dyfed Powys. I'd heard something about the Chief Constable living in grace and favour accommodation but knew none of the details. Your article makers it clear that the old system was not defendable. The current system has for the first time in my experience allowed us to see how policing works and gives us an opportunity to have an input. As usual, the paper has dug a lot deeper than other local papers, and Salmon does not come out of it well, changing his tune from "the new arrangements are working well" one week to "it's too early to tell" the next.<br /><br />The Herald also raises the interesting possibility that two of the three incidents attended by NPAS in January and February were in fact planned training exercises.<br /><br />Although my piece was a little jocular in places, Salmon has made a real hash of the job. Apart from anything else, there seems to be something very rotten in the culture at the top of this small force. Rather, we electors have an Supplementary Vote (a second choice): If no candidate gets a majority of first preference votes, the top two candidates go on to a second round in which second preference votes of the eliminated candidates are allocated to them to produce a winner.<br /><br />E.g. if Llewelyn and Salmon are the two highest placed in the first round, but neither gets 50%+1, then the second preferences of Church, Madge and Parkinson supporters are added to their totals. Last time Plaid and Tories were less than one percentage point apart in the six constituencies that make up the Dyfed Powys police force area. The first two spots are critical in PCC elections as this election is run on a compressed version of the French system. The two leading candidates go on to the next round with the other candidates votes being reallocated to the remaining two candidates. If the 2016 election is similar to the 2011 election it will be Plaid running very closely to the current commissioner. Then the Labour, Liberal Demorat and UKIP votes will be reallocated to Plaid and the Tories. So the result will probably turn on how much Labour and Lib Dems want to get the Tories out.
